At the start of the 4th quarter, the Oregon Department of Energy has available partners and projects (both large and small) waiting to be matched. September 2008 was the busiest month in the Pass-through Option program to date. We are matching applications and partners as quickly as possible. (We are always seeking volunteer partners, so please contact us if you are interested in being a pass-through partner.)
We encourage project owners to secure their own pass-through partners, if possible. If the Oregon Department of Energy assists, we will do so with completed projects on a first-in, first-out basis. There is no charge for this service. Finding a partner and processing a completed pass-through project can take a minimum of six to eight weeks due to the volume of projects we are receiving. Also, project owners should note that partners participate in the program on a voluntary basis. They may, for example, want to partner with a project in their location and the project at the top of the list is located across the state from them.
Some important notes:
- It is NOT necessary to have a partner secured before you file your application for Preliminary Certificate or your application for Final Certification. Complete the partner information section of the application form with "to be identified."
- It is necessary to have the project and application for Final Certification completed (including project receipts or CPA letter) before the Oregon Department of Energy staff can begin the pass-through partner match process.
- The Oregon Department of Energy does not charge a fee to project owners or pass-through partners for securing and matching pass-through partners with eligible projects.
- Project owners have the ultimate responsibility to find their own partners. The Oregon Department of Energy does not “guarantee” a partner, however, we have had 100% completion rate over time in securing partners for completed projects.
- Pass-through partners serve as partners on a voluntary basis.
- Project owners can ask their vendors, banks, accountants, customers and others to be pass-through partners. Oregon Department of Energy staff will be happy to explain the process to potential partners.
- There are several for-profit businesses that will find a pass-through partner for a project owner for a fee. Project owners may wish to use these companies to help them secure a partner, but must notify the Oregon Department of Energy in writing or by e-mail that they are working with the intermediary. Also, please note that the Oregon Department of Energy is the only entity that can certify the pass-through payment amount and issue a tax credit.
